In Ukraine, according to the new Law “On Housing and Communal Services”, they will be fined for utility bills. The Verkhovna Rada passed the relevant law in November 2017.
It is assumed that defaulters will have to pay 0.01% of the debt amount for each day of delay, or 3.65% per year. In this case, the penalty can not be more than 100% of the debt.
For example, if the family pays an average of 1500 UAH for communal per month and delayed payment for 90 days, the amount of debt will increase by about 27 UAH.
The new rule will affect millions of Ukrainians, - said Member of Ukrainian Parliament, Valeriy Pysarenko. According to his words, the penalty will not affect the growth of payments, but on the contrary - will increase the amount of debt.
Therefore, the Parliamentarian registered the Draft Law number 10108, which proposes to withdraw any norms laid down in the Law of Ukraine "On Housing and Communal Services", where there is any mention of the accrual of fines.
"In a typical high-rise building, every fifth apartment has debts for a communal flat. And the total amount of Ukrainians' debt for housing and communal services has already exceeded 55 billion hryvnias. Not only are people today already below the poverty line, the government has invented another mechanism: to drive people into debt pits and tariff slavery. ", - explained his initiative Valeriy Pysarenko.
