Today the Verkhovna Rada of Ukraine supported the initiative of Valeriy Pysarenko and adopted as a basis his Draft Law on amendments to the Law of Ukraine "On ensuring the rights and freedoms of internally displaced persons" regarding the protection of students' housing rights.
"The history of this project is written from the life of one student of the city of Kharkiv, who addressed me with desperation and a request for help during one of the receptions of citizens." This year he finishes high school and will not be able to return home, because his home is an uncontrolled territory of Ukraine. As you know, the guy will be discharged from the hostel, he will remain homeless and without a place of registration, because of this difficulties with employment, bank payments, and the others will begin ... There are hundreds of such students in Kharkiv and what they do not understand yet, " - Valeriy Pysarenko explained the reason for the creation of the Draft Law.
According to the opinion of Member of Ukrainian Parliament, the state should create an effective and clear mechanism to solve this problem. And the Draft Law passed in the first reading can settle this issue.
"First of all, in the Draft Law we provided for the possibility for internally displaced students who had registration of places of residence in hostels, after completing their studies - at the time of de-registration, they immediately get a residence permit at the left place of residence in the occupied territory. at the place of registration, students could obtain a certificate of registration of the internally displaced person in case they cannot return home, " - the Parliamentarian said.
According to his words, such changes guarantee students the right to receive social benefits for immigrants.
Secondly, the Draft Law guarantees that for students who have completed their studies and have registered residence in university dormitories, the place of temporary residence for 6 months will be those same hostels.
According to the author of the document, "in this way, students will be able to adapt to their adult life, to their new status, find suitable place to live and work, and support and integration of internally displaced people is a matter of honor for the Ukrainian Parliament."
