President of Ukraine Petro Poroshenko signed the Law "On Amendments to the Law of Ukraine" On Provision of Commercial Gas Metering "regarding the procedure for the establishment of meters for consumers of natural gas.
The document is an acute need for Ukrainians in clear rules for setting meters, as well as the result of regular appeals and requests by Member of Ukrainian Parliament Valeriy Pysarenko.
During 2017 the Parliamentarian repeatedly drew attention of the leadership of the state that in many cities of the country there was a tense situation with the installation of gas meters for domestic consumers, since the current law did not specify which gas meters should be installed - individual or general construction. Taking advantage of legal uncertainty, gas network operators began to install mass-build meters in multi-apartment buildings, forcing people to "pay for themselves and for their neighbor".
According to the new Law, gas distribution companies will be able to install public gas-fired natural gas meters only with the consent of the co-owners of a multi-apartment building. The law also prohibits gas producers from ceasing gas supply to an apartment building in case of failure to provide co-owners of such a house with the consent to install a general-purpose meter. Gas distribution companies are obliged to provide installation of individual gas meters, not public buildings.
The law also provides for the possibility of independent installation of individual gas meters by domestic consumers with subsequent compensation of such expenses at the expense of funds paid for natural gas. The procedure for such compensation will be set by the Cabinet.
