Version of a new electoral law submitted to the Verkhovna Rada by MP of Ukraine Valeriy PYSARENKO.
"Ukraine needs a codified electoral law, which will be constant and will not depend on "political expediency", - said the Deputy.
The parliamentarian proposed an entirely new system of elections of deputies to the Verkhovna Rada. So, according to the draft law, the deputies should be elected under the proportional system and open the electoral lists. For it, each of the political parties participating in the elections is allowed to nominate one candidate in each electoral district. In turn, the CEC should form a combined electoral lists of the registered candidates of deputies assigned to one of the 450 electoral districts.
The right to participate in the distribution of seats proposed to consolidate the political parties that overcome 3% barrier.
The winners of the electoral race should be the candidates that scored the highest number of votes in the constituency and was nominated for the most popular political parties.
The same electoral system used for the formation of the Supreme Council of the AR of Crimea, regional councils, cities of Kyiv and Sevastopol. However, the right to nominate candidates belongs to the local organizations of the party. All the tips that are below regional, are elected on majority system. The bill proposes to keep the existing electoral system for presidential elections. In addition, mayors of regional centers, such cities as Kyiv and Sevastopol, in accordance with the provisions of the bill shall be elected in two rounds, like the President, all other mayors - according to the relative majority system (one tour).
According to Valeriy PYSARENKO`s opinion, the acceptance of the Electoral code of Ukraine will provide legal certainty and ease practical application of the electoral law.
