The proposed utilities costs in the draft law threatens to become a unifying factor for mass protests of the population," - People's Deputy of Ukraine Valeriy Pysarenko said commenting on the bill № 1581-d "On housing and communal services."
"Raising of tariffs first for gas, then for heating, and in the future for electricity, hot and cold water, perhaps, have economic justification. The European choice, IMF position, gas independence and other arguments are also very important. But the income of the majority of the population of Ukraine does not correspond to the cost of public services, which are set by state authorities, and not by "uncle" or "aunt" from IMF," - the Member of the Parliament explained his position.
Valeriy Pysarenko described how flat rate is calculated in a 9-storeyed house in Kharkov: "The tariff for services for the maintenance of houses, structures and local areas is 4 UAH 10 kop per square meter of the total area of the apartment. Thus, the average rent is 207 UAH (except for payment for utilities). If this law is adopted, taking into account all expenses that should be mandatory, the payment will increase in 3-5 times and amount will be 600-1000 UAH for one apartment. "
In addition, the Member of the Parliament noted, today there are 65% of old houses in Kharkov and about 20% are in dilapidated condition, in other words these houses will need to be constantly repaired.
