Valeriy Pysarenko, Member of Ukrainian Parliament, considers it necessary to improve the procedure for protecting the rights of children in the event of bullying and domestic violence.
The Parliamentarian developed and registered the corresponding draft law No. 8621, which proposes to amend the Family, Criminal Codes of Ukraine, as well as the Code of Administrative Offenses and the laws "On the bodies and services for children and special institutions for children" and "On Enforcement Proceedings".
"Today, in every second family in Ukraine, violent methods of raising children are practiced, which is prohibited by law, but the problem of domestic violence is also "prohibited ", because we are used to " not to bring the quarrel out of the cottage." All problems must be resolved within the family. Such policy of concealment mutilates the destinies of thousands of children every year, and the guardianship agencies cannot always intervene promptly and help the child, " - the author says.
In the Draft Law Valeriy Pysarenko proposes to strengthen the role of guardianship bodies. Now they will be assisted by the executive service, which within 24 hours will be able to take the child away from the parents if there is a threat to his/her life or health.
Also, guardianship authorities are invited to grant the right to draw up protocols on administrative offenses against parents or guardians of minors who do not educate, train or treat children properly. And for obstructing legal activity, guardianship authorities will provide for criminal liability.
Regarding the punishment of parents for avoiding the fulfillment of the obligations of the legislation to ensure the necessary living conditions, education, treatment and education of underage children, Valeriy Pysarenko proposes to replace the monetary penalty for socially useful works for a period of one hundred eighty to two hundred forty hours.
